APC has as its aim to support the idea of local self-government and to pursue the goal of economic and cultural development of Polish cities. Since 1991 the representatives of the Association have been a part of the Polish delegation to the Congress of Local and Regional Authorities (CLRAE) at the Council of Europe. The Association is also a member of the Council of European Municipalities and Regions (CEMR) in Paris and a member of the European section of IULA (International Union of Local Authorities). The executive board of the Association has decided to take the view that Poland should abide by the European Chart of Local Government. In the years 1990-1998 the function of the Vice-president of APC was held by the late Franciszka Cegielska, a former Mayor of Gdynia, a Health Minister from March 1999 to October 2000.
